Strong's Exhaustive Concordance

A primitive root; to puff, i.e. Blow with the breath or air; hence, to fan (as a breeze), to utter, to kindle (a fire), to scoff -- blow (upon), break, puff, bring into a snare, speak, utter.
KJV: His ways are always grievous; thy judgments are far above out of his sight: as for all his enemies, he puffeth at them.
NASB: His ways prosper at all times; Your judgments are on high, out of his sight; As for all his adversaries, he snorts at them.
